ARTICLE 1 - Constitution


By decision of the General Assembly which met on November 2003, 12th, between the adherents to the present statutes and those that will adhere latter, one association is created according the French law 1er July 1901 modified and its application texts. The title of the Association is " Institut Balkanique de l'Eau et de l'Environnement " or "Balkan Institute for Water and Environment ". It can be named " IB2E " or " IB2E.org ".

 

ARTICLE 2 - Objective

 

The main objective the Balkan Institute for Water and Environment is to carry out and to disseminate to decision makers and large public relevant information on water - parameter of climate, natural hazard and risk, constituent of ecosystems, resource - and to favour contacts and networking between all the water actors in the fields of scientific research, socio-economic development, education and training in the Balkan region.

The main domains of competencies of the Association are Meteorological, Hydrological and Hydrobiological Sciences and more generally the Sciences of Environment applied :

- to the study of climate,
- to the assessment and the mitigation of natural risks linked to water,
- to the restoration and the preservation of aquatic ecosystems, and
- to the assessment and the integrated management of water resources.

ARTICLE 3 - Location


The Association is located in Montpellier (Hérault - France). It could be transferred to another place by simple decision of the Administration Committee.


ARTICLE 4 - Duration


The Association is created for a permanent duration.


ARTICLE 5 - Action means


The Association offers to its member - acting in water sector in the Balkan area - various facilities applied to :

- the design, the development and the implementation of Water observation and information systems for decision support and public awareness on environmental issues,
- the exchange, the transfer and the supply of software, expertise, and more generally knowledge between the members as well as with experts, companies and institutions acting in other regions of the world,
- and more generally, to the achievement of its objective.

If necessary, Association Offices could be created in Balkan countries or others.

In its fields of competences, the means for the Association to act are notably :

- leading or participating to research and development projects implying local, national, regional or international public or private institutions,
- organising of or participating to workshops, conferences, symposium, training sessions, etc.
- publishing of books, multimedia files, etc.
- designing, developing and implementing data bases, information systems, knowledge databases, etc.
- developing, maintaining and updating web sites in order to promote its activities (or those of other institutions and companies) and to provide to decision makers and large public relevant information, etc.
- the carrying out of expertise/advise activities for public and private sectors,
- the permanent or temporary selling of all products and services, and
- all activities to contribute to meet its objective.


ARTICLE 6 - Financial Resources


Financial resources of the Association are :

- subscription of its members,
- subsidies or support from private or public institutions,
- various and exceptional incomes,
- donations, legacies or any financial support,
- secondment of personal or material by members,

- any resource allowed by current laws.

ARTICLE 7 - Composition of the Association

 

The Association is composed by founder members, benefactors members, adherent members and honoured members.

 

The founder members are the members who have created the Association : Eram Artinyan (National Hydrometeorological Institute of Bulgaria), Dobri Dimitrov (National Hydrometeorological Institute of Bulgaria), Dejan Lekic (Ministry for Protection of Natural Resources and Environment of Republic of Serbia), Marc Morell (Institut de Recherche pour le Développement, France), Agim Selenica (National Hydrometeorological Institute of Albania), Olivija Todorovik (Hydrometeorological Services of Macedonia, President of Meteorological Association of Macedonia).

The benefactors members accepted by Administration Committee - named above CA - are European or International organisations, local administration bodies, research or training institutions, public or private organisms or companies, other associations, or French or foreigner people :

- who support significantly the activities of the Association,
- who provide personal, material, offices, etc. or,
- who contribute to financing the Association by donation without any possibility of getting back and for an minimum amount decided by CA.

Benefactors members do not pay their annual subscription.

 

Adherent members are physical people accepted by CA and having pay their subscription.

 

The title of Honoured members can be given by CA to people helping or having significant help to the Association. This title give them the possibility to participate to General Assemblies without paying subscription but without possibility to vote. They are not eligible to participate to CA.

 

ARTICLE 8 - Admission, striking off, subscriptions

 

Founder members are members of the Association at the moment of its creation.

 

The designation of benefactors or honoured members is decided by CA.

 

To be adherent member, each new candidate must send a letter to CA who will answer in a time limit of 30 days. CA can refuse the admission of the candidate member without justication.
